How to install PowerShell on Windows 7?

Hello. Need to update Powershell from version 2.0 to a newer one. at least 5.1. downloaded the setup file, requires Microsoft Management framework to be installed at least version 4.0. I downloaded version 5.1 from the Microsoft website and began to install it, it is also not installed. did as advised in one of the similar posts here on the site. but still nothing. Could this be related to a non-genuine Windows 7 operating system? Or with the fact that windows update is not working?
