How to install plugin on redmine step by step?

Good afternoon!
Please help with step-by-step instructions for installing the plugin on redmine (by bitnami) on windows xp, I downloaded the plugin. redmine installation folder: C:\Bitnami\redmine-2.6.2-0\apps\redmine (conf, htdocs, licenses, scripts folders here)
Plugin installation folder: C:\Bitnami\redmine-2.6.2-0\apps\ redmine\htdocs\plugins
Installation is possible only via cmd, or is there some other way?
First I want to install the "Usability" plugin.

There is no other way, because through ruby (gem rek) you need to migrate plugins to the database. Not to mention the fact that you also need to install gem dependencies (bundle install).
