How to install plugin locally?

Hello. The site on WordPress lies on the local, when installing the plugin from the admin panel, an error pops up from the plugin directory. How to fix it? I understand that this is due to the fact that the site is on a localhost, and not on a hosting, but this has not happened before.

Download the plugin, drop it into the plugin folder and that's it. Just enable it in the admin.
