Before changing Windows, I could open cmd and write commands like: pip install south- and I had an automatic update.
I changed Windows, the same command began to throw an error: 'pip' is not an internal or external command.
At the same time, I added C: \ python35 to Path, ran get-pip.py (which gave me that I already have the latest version of pip).
