How to install php extension using phpize?

Good afternoon.
The site needed to calculate the hash sum according to GOST R 34.11-2012 for integration with one service. Googled that this can be done using the php-stribog library . But there is no way to install it.
I downloaded it from github, put the sources in one folder inside the project. Installed php-devel (sudo yum install php-devel). Inside the source folder I run phpize and I get this error:


I do not understand what is the reason and do not understand how to fix it. Google didn't help. Maybe I'm using phpize incorrectly and it was necessary to put the library sources not just anywhere, but where all the libraries are? Please tell me in which specific folder you need to put the sources, if it is important (now it's just a folder inside the working project module). Just in case, I'll let you know that I'm doing all this in BitrixEnv (CentOS). Maybe this information will help somehow.
