How to install Phalcon + Nginx + PHP-FPM on local machine with .htaccess reading?

In general, I honestly admit I tried a lot, but the .htaccess file is not read in any config + php is constantly trying to fall. I install on Windows 8.1 (forced step).
How to make nginx read htaccess files? I'm sorry, I googled a lot, but I did not find a clear answer. Please share your practice
