How to install nokogiri on macos mojave?

I'm trying to install gem nokogiri, I get an error - I went

After rolling out the new version, you need to install Xcode Command Line Tools xcode-select --install.
If it didn’t work through the terminal, then download the installer from the official website https://developer.apple.com/download/more/
You don’t need a developer account for authentication, just apple id.
