How to install libnetfilter-queue-dev on FreeBSD?

Hello! Please tell me how is it possible to install libnetfilter-queue-dev on FreeBSD?
I want to install this service: https://github.com/bol-van/zapret but it doesn't work on FreeBSD (it works on Ubuntu).
