How to install graphic libraries OpenGL,SDL on Dev-C++ program?

I tried it myself, but in the end it didn't work.
And I did this:
(for example SDL)
1) downloaded from the SDL site
2) unzipped and moved to the SDL2 folder
3) connected lib, include C, include C ++ through the compiler settings // never found bin
// even tried lib as bin connect and the result is one (an error during compilation),

so it is desirable to have a Russian instruction on how to install graphic libraries
