How to install Google Chrome extensions using group policies on an offline Intranet?

Good afternoon, there is an offline Intranet network, and there is the latest Google Chrome Enterprise.
The task is to configure group policies to install a certain minimum of browser extensions
that were previously downloaded as CRX files.
Reading the Internet, there is a feeling that since 2015 this, in principle, cannot be done without an Internet connection,
please tell me if anyone had experience of offline installation of extensions by politicians.
