How to install emacs org-mode on Windows?

Why don't the creators just create a separate executable that can be run and installed?

In GNU Emacs ( ftp://ftp.gnu.org/gnu/emacs/windows/ ) org-mode is available out of the box, updated (about once a month) from ELPA:
M-x list-packages RET U x
