How to install Bitrix in UTF-8 encoding?
The problem is popular in step 4:
mbstring.func_overload needs 2, when checked it shows 0.
On the Internet, all solutions are for those who do not have access to php.ini. But I have it written in it
;mbstring.func_overload=2
All the action takes place on wamp
What can I do?

A semicolon at the beginning of a line in php.ini means a comment. Remove the semicolon from the line you specified and restart the server. It seems wamp even has a corresponding button.
