How to install and run laravel project on Homestead/Vagrant under win10?

Everything seems to be simple, but again everything is complicated.
I decided to install homestead, because I needed horizon and, accordingly, pcntl, which does not go under Windows.
I did everything according to the manual, everything seemed to start. But ...
1) npm install - problems with symlink
2) npm run dev - cross-env not found
3) somewhere admin rights are needed, somewhere vice versa. etc. etc.
I have already shoveled a bunch of questions, many of them 2-4 years ago, but the problem has not been solved.
Previously, a notebook was enough for development - and now 700 circles of hell.
I would be grateful for advice / guide / step-by-step and sensible manual ...

If suddenly someone reads and ran into this problem - everything was solved simply. Command line (visual studio) needs to be run in administrator mode
