I think so for the VKontakte group, you can put a link to the weather informer application from any site as a module in the sidebar and it will be installed locally on a computer or device, although I didn’t find good examples of how to do this, I will be glad if someone shares the link.

Most weather informers for websites generate js that displays a static picture of the forecast, pre-configured.

Insert a weather widget from the site "gismeteo" into a group or public contact, preferably a monthly forecast, the city of Ryazan.

No way. VKontakte will not allow any external content to be posted to the wall/posts.
You can make a VK application that will take / generate a picture with fresh weather information, and automatically post it on the group wall once every X minutes.
Upd. You can also attach a wiki page to the group header, and the content of the page, again, be updated by the application automatically. Incl. upload a picture of the weather widget - so that it will be in the group header, always fresh.
Upd.2 checked - GisMeteo gives an informer in the form of HTML + JS, which, when executed, generates a block of HTML code - a table, labels, icons. This, alas, is not a single whole picture that can be uploaded to VK at once using a simple application.
But Yandex gives a weather informerpicture.
