How to insert a gif image on top of the background in TKinter so that the background is not cut off?

There is an opaque background image. You need to insert an image on top of it with a transparent background. We want the transparent background around the top image to be filled with the background from below, and instead the top image clips the bottom background along its borders, i.e. keeps making its background transparent.
Both images are in gif format, added as the Image parameter to the Label.
