How to initialize a windows user profile?

When creating a new user, you need to perform the same operations that occur when you first log in to the system. How can this be done programmatically (preferably with WSH, but any solutions will be welcome)?

Log in as a user on the machine on which you want to create it. Windows will create it. I would run it as runas.exe with an explicit username and password. After that, the process can be killed or completed, and the user can check the "change password at first login" checkbox, and the profile will remain.
