How to increase the number of ghz in esxi?

Hi, I recently bought a server for my home lab.
I ran into a problem, the amount of ghz is less than it should be. I have a xeon x3470, 4c/8t 2.93GHZ processor and an ESXI hypervisor. The hypervisor shows that I have only 11 gigahertz available with a penny, although there should be 2 more. Because 2.93 * 8 = 23.44. Dear experts, help me understand this, am I misunderstanding how virtualization works and how ghz is distributed, or do I need to change some parameter to make ghz more attractive?

So the cores are 4, not 8, so the GHz will be 2.93x4. If you want more - put processors with more cores
