A brief googling on “iphone roaming switch domestic” showed that within one country (specifically US) this switcher does nothing. Looks like it only works if the country code (255 for Ukraine) differs from the native code of the SIM card - then iphone considers this roaming.

Settings -> General -> Network -> Cellular data -> Disable
