How to import XML into PostgreSQL?

Good evening.
Faced a problem. I'm trying to deploy django-fias from the database and
run

python manage.py fias --file ~/Downloads/fias_xml-4.rar

Traceback:
rarfile.BadRarFile: Failed the read enough data
How to solve the problem? correction on OS X
