How to implement Whatsapp customer notifications?

Good afternoon. Please tell me, is it possible now to implement user notification via Whatsapp?
The task is this - there is a site for accepting ads for placement on VKontakte, now it is implemented there like this - the user submits an ad (text + photo) indicating his email to which a letter arrives in which there are two buttons "Change ad" and "Delete ad", then there is a user can change or delete the ad within an hour after adding the ad to the database. Also, the user receives notifications on the posting of an ad, changing or deleting an ad by a moderator (if the content of the ad does not fit the terms of the service).
So I would like to change the email field to the user's Whatsapp number (since few people check mail and some don't even know why their ad was not posted, because they don't check mail), so that messages from my number come to this specified number and that the content this message was also formed like email messages (i.e. so that the ad number + ad text is pulled in them).
I am aware of the existence of the Chat API and Yowsup, but I am not well versed in such deep programming. Maybe there is someone who has already implemented such functionality for themselves or can you advise how best to make notifications for people who use smartphones, but do not use email?
