How to implement voting in Rails?

Good day. I want to implement voting for the site for the best costume (s) in several categories (cosplay festival). The bottom line is that the viewer on the ticket will have his own ID number by which he can go to the Voting section. Choose one participant in one nomination and vote for them. After the participant votes, this code will not be valid. Thank you in advance for your help.
