How to implement "verified user" checkbox in user profile?

2. The user confirms the registration through the activation link and redirects him to the details filling page.
3. After filling in the details, a letter is sent to the manager to check the details.
And then it is necessary that the manager somehow confirms the user and after that all the functions of the site will become available to him.
Perhaps this is some kind of additional checkbox, adding to another group, and so on. But of course, I would like to simplify the task for the manager as much as possible.
