How to implement unlimited data hierarchy?

I’m making a big notebook for myself where I would write down any information from anywhere and I had such a task to create a dynamic hierarchy, for example
I create a php section (1)
I create a framework for a section (1.1)
I create a specific framework for a sub section (1.1.1)
I create a under the sub section the main commands (1.1.1.1)
And so that I can create at least the hundredth sub item
I would not want to be strictly tied to the code so that when adding a new sub section, add the corresponding model to the code and link it with the previous one manually, and so that he himself does this did
