How to implement the same output of poll results as VK?

Only the output is of interest (in order to build a graph like there, indicate the percentage, number and to be updated every 10 seconds).

There is a table in MySQL called Let Statistics. There are 2 rows in the table: views and hosts. The data is changing rapidly.
Are there any libraries or out-of-the-box solutions to help resolve the issue? In what direction to move? PHP preferred :)
