How to implement the operation of a network application through proxy lists?

Please tell me how to implement application access (in Java) through a proxy, so that with a certain response from the server, the ip-address changes (from which the application sends requests)? I’ll say right away (so that there is no opinion that I’m malicious) that I don’t do brute force or hacking.
The essence of the application is that it monitors the presence of applications for the server and automatically accepts them when they appear.
The server blocks the ip address if the request rate is high (this is logical). However, my competitors bypass this protection and successfully collect all applications.
Found lists of proxy servers do not work correctly (sometimes a long response, sometimes they are unavailable).
The simplest idea that came to my mind is to bring up Tor + Privoxy, and configure frequent chain changes and run the application through this bundle.
But the matter is complicated by the fact that the Tor network is very slow. As a result, when a response arrives about the presence of an application on the server, the relevance of the data in this response is already outdated. Because the application must be confirmed by another request (with a number of parameters), then confirmation is impossible because the data with the answer went for a long time and the competitor's bot took the request at that time.
There is an idea to somehow wrap application traffic through the frigate browser extension, but I don’t know how to do it.

If you do not want to programmatically change proxy settings inside your application, then set it to some fixed local proxy, and change its configuration (in the uplink proxy part) with a script according to some message from a Java program.
