How to implement the offline translation function in your application?

It seems that the network has a lot of both open dictionaries ... stardic ... babylon ... and programs that successfully use them. but where can I find at least some mention of how to open these formats or overtake them into something digestible? (I would like to have plain text or something that could be overtaken from the database).
rummaged through the stack ... the only example in java supposedly for connecting stardic requests a file of some extension that is not in ordinary dictionaries.
the only utility that can allegedly convert the dictconv dictionary simply does not take stardict and bgl takes dictionaries but does not convert.
Please advise any solutions.
