How to implement the "ban process" on the site?

Banned on odesk(1.5 years ago). An attempt was immediately made to register a new account, but using different personal data. But this new account was also banned.
Questions - how was the service able to determine that it was me again? How long do you think the record is stored in this "black list" and what is its content? what are the ways to bypass the ban?
(I liked this mechanism, I want to figure it out and implement it on my service)

IP+evercookie+[user-agent]+[browser capabilities]+[data mining] >50% -> BAN!
