How to implement the addition of work on this structure?

Tell. How to implement the addition of works of this type? Most interested in how to structure the table for adding work? Below is a schematic layout. Here is the description:

4,5,6,7 - this is roughly speaking like one block, in which:

5. Picture on the left
6,7. Pictures on the right

Everything would be fine, but these blocks, they will not be static, unlike others. It may happen that instead of the picture at number 6 there may be a small paragraph of text. Also, positions 6,7 can be on the left, and 8 on the right.

How to implement all this. There is an idea using drag and drop, but how then and where to save the positions of the e-s, + how to organize the table structure? I think it's easier to make two tables for each job. In the first, 1,2,3 and 8 will be stored, and the rest (dynamic blocks) will be transferred to another table and tied to work from the first table and then output. But then again. How to implement everything? Perhaps someone has come across something similar?
