How to implement such elements in CSS?

There is such a template: https://dribbble.com/shots/2467109-Indipixel-Free-... (I make layout for experience).
How to implement such green lines and a phone on the left? If the phone is thinking about a picture, then how to make green stripes? As a background? Or to position? In this case, what about large screens? Since here the left edges of the strips go beyond 1200px (the width of all content).
