How to implement such a system of personal discounts?

We need such functionality: so that the user can enter the discount code in a special field in the site header - this is his personal code; and after the code is entered, - receive a discount on all orders made. I'm thinking of implementing it based on coupons - when creating a discount for a user, a coupon is created in the admin panel, and the user can enter it on the checkout page.
In this case, it is not clear how best to make this coupon valid for all orders of this user. Because, as far as I know, coupons are tied to the cart, not to the user. There is an option to create a custom field in which to save the coupon and apply it when going to the cart/checkout page.
Are there other, more optimal options, or, perhaps, should such functionality be implemented somehow else? Maybe there are even ready-made solutions? Any advice would be helpful.
