How to implement sending notifications by aiogram bot?

I am writing a tg bot based on aiogram. At the moment, I have a bot running and if some message comes from the user, it is processed and gives the result. If no one writes, then, accordingly, he simply waits for an update and does nothing. And I want it to send a notification not as a result of some actions of the bot user, but on some events occurring on the server, for example, elapsed response time, and so on. How can I do that?

Example: the bot sent a request to the client and it has 30 minutes to process this request, if during this time the client did not respond to the request, then he needs to send a notification about the expiration of the request.
