How to implement selection of 3d object in CSS?

The picture shows the building top/side view. Something like this:
buildings.jpg
When you hover to any section of the building, this section of the building (for example, the right wing) is highlighted (you can add the appearance of an explanatory inscription, etc.).
What is the best way to implement this: just make a 2d picture in SVG or make 3d objects? Maybe there are already libraries for this?
