How to implement operational notifications for users from the site on workstations?
The bottom line is, we have a system for assigning requests for processing. They are all stored on the site and there, for each one, who works with this application is selected. An email notification is sent to this manager.
And so, by mail not really and not always quickly leaves. We want all the necessary actions to be taken within 45 minutes after receiving the application on it, and the mail sometimes blunts there, for example, and does not download promptly, and it turns out that the manager does not have time.
Previously, I also additionally made a notification to php in icq, but this method worked very unstable, and then stopped altogether.
What other way is possible? I would like noticeable visual notifications about the application to come on the desktop and clicking on it, the user followed the link.

IRC or Jabber bot?
In general, modern smarts perfectly suck mail in real time.
PS
In fact, nothing more effective than "f*cking" a manager or depriving him of a carrot has yet been invented. No matter how many faced with similar tasks, this method is the most effective.
Alternatively, you can use the Chrome features to display pop-up messages. They can be displayed even if the browser is minimized.
