Does Google Play allow you to buy already purchased in-app purchases if you need to buy the same functionality, but on a different device?

If you have repeated purchases, then you can buy separately on different devices.
But this is not very cool, because in this case, firstly, you will have erroneous purchases several times from the same device, and secondly, you will not be able to restore purchases (for example, if the device
is lost). If a client has bought your application, it is logical to give him permission to use it from any of his devices. Linking a purchase to a device is somehow not cool
