How to implement in Java a limit on the speed of downloading a file from an HTTP connection?

Such a task. I download a file via HTTP network from N-threds, the total bandwidth limit is set by a parameter. How to do this, I can not understand. Friends, any ideas to implement this problem on >= Java 6? Help.
