How to implement HLS?

I did the usual nginx video broadcast, nginx-rtmp-module, according to the instructions. Here I play only a certain video
Everything works like in Periscope:
- The user creates a broadcast from the phone
- The link to the current broadcast is stored on the server (user_id.m3u8 for example)
- Other users can get a link and start a "live" video
I would like to know how to implement this? With Nginx, or using something else (Wowza, Red5 don't suggest). Thanks a lot in advance! You will help me a lot if there is any solution!
