How to implement free software in an educational institution?

Hello!
I'm interested in the following questions in general: "How to introduce free software in an educational institution, at least partially? Have you had any experience in transferring an educational institution or organization to free software and what is the result?", since this is a sore subject from an economic point of view, but also not only from an economic point of view, but also sometimes from a legal point of view. After all, everyone knows that often large amounts of money are spent on renting or buying software, which could be usefully spent, for example, on hardware! And now I will divide the questions into particulars:
1. How to deal (or, for example, did you struggle) with the main problem - Windows operating systems, which make up the main expense item?
a)What about departments in which you can’t refuse software that works only under Windows (for example, there is software for creating curricula in the method room)? Use virtualization tools like Wine? Or make an exception and leave Windows in some places?
b.1) The question concerns the choice of a Linux distribution for not very powerful computers, as well as a desktop environment at the same time that would consume a minimum of resources, but would not be terrible in appearance, and does this also apply to the "explorer"? What to choose? How to make the transition from Windows less painful?
b.2)How to solve the problem of students showing off in computer science classes, how to deal with changing screensavers, themes, transferring elements from one place to another? In general, is it possible to limit the settings, for example, the same KDE, or is it worth dancing towards a different desktop environment?
2. This question is about office applications, what about them? The problem is not even that to replace MS Office with LibreOffice, but how to get employees and teachers to work in LibreOffice without shouting and swearing? Personally, LibreOffice seems more intuitive to me, or rather it doesn’t seem, but I think that it is more intuitive than, for example, MS Office 2007 and higher. In general, the question concerns psychology and this concerns the previous two questions.
3.How to solve the problem with Delphi, since some female teachers categorically refuse to learn a new programming language, arguing that they only teach the basics of algorithms and programming, while other teachers develop them further? In general, I kind of found the answer to this question myself - Lazarus !? But the problem is, will he put a spoke in my wheel?
4. What kind of pits, traps and spokes in the wheels can I expect with a partial or full transition to SPO?

Do you want your school's transition plan to be drawn up along with the economic part? Well, what, more or less detailed documentation for several dozen pages will pull - there are a lot of equipment and divisions.
You have a bunch of special cases, each of which you personally need to google , because the computer equipment park and the range of tasks are quite large. Administrative problems, such as someone's unwillingness, are not solved by technical means.
And in general, such things are not done from a swoop like a throw-in-question: if I ask, they will think for me and tell me how to do my job. Only trolls and stupid, lazy people do that.
Who are you in this establishment? A student with Napoleonic plans?
