How to implement file upload in Vue CLI?

Hello, just a question. Using Vue CLI, how to implement file upload?
I tried v-file-upload , as a result I get an error when uploading: I
POST http://localhost:8080/uploads 404 (Not Found)
used for the URL url: './../uploads'
The folder itself is located in bookviewer\src\uploads
I would be glad to help
