There are the following two blocks (indicated in the picture), when entering data in the first block, the
data in the second should be filtered.
How to implement this functionality?

Well, you apparently have a list displayed from the info block? Pull all elements through api CIBlockElement::GetList . At the same time, pass values from the form to $arFilter before displaying. Maybe someone else can suggest a better way :)
