How to implement content filtering?

Good day to all!
The other day I set the task of doing content filtering in an institution, so I'm racking my brains on how to do it.
There is a Cisco ASA 5525X with FirePOWER services: Protection Control; URL Filtering; Malware. Which of these services can filter by text, i.e. perform content filtering.
Or is there a Gateway on FreeBSD, maybe there is some kind of filter for it?

The ASA itself can filter up to L4, it is also possible to implement a regular expression filter on it, but only for http traffic. With FirePower services, it's a complete NGFW. Specifically, your task is solved through URL Filtering
