How to implement comments without access to the backend?

Given:
Google blogger instead of hosting, comments from Disqus. Diskass is very annoying with its heaviness, an abundance of probes, and most importantly, it spoils the appearance of the address bar, since the site is on regular http (Blogger still rats certificates for personal second-level domains).
What I want to get:
I want to remove disqus, copy all existing comments from it directly into the corresponding posts down in some one, and the comments themselves in the form of a list were just divas.
Under (or above) this section, add a simple form - name, mail, comment text, submit button. By clicking on the button, the comment would be sent to me for help, and then I myself will insert it into the post if it is not spam or something. They don’t comment so often, so it won’t be difficult for me to copy-paste a couple of comments a day into a post with my hands.
Is it possible to implement this, or without the server part in any way?

You can use your own self-hosted comment server, for example, isso: https://posativ.org/isso/
