How to implement availability and resume checking in client-server Java application?

I am making an application for downloading files from the server to the client via sockets, everything is downloading, everything is fine, but how to check the availability? For example, if the server is not available, then we wait until it is available and continue to transfer the file. If the client closed during the download, then after launching, it downloads the remnants of the file that it did not download. Please provide examples with code, not just words, I'm new.
