How to implement an interface in C++ like in WPF VS?

Is it possible to make your own element like Button? With WPF, you could style everything, animate, and so on. But it was all done in C#. Desktop Telegram, for example, is written in c ++, but the interface is made like in WPF. How can this be done in Visual Studio? Standard components strain.
