How can this be done using the VK API?
I saw https://vk.com/dev/groups.invite , but it says that only for standalone applications.

1. Consider why you need it? Spam, cheating, etc.? You shouldn't even bother, they will quickly ban you, etc. + many have privacy settings for inviting to groups.
2. If there is a paid entrance to the groups, then as an option: on the background of the VPS, raise the standalone client (on whatever you want already (python, c#, nodejs (although here I’m not sure what will happen with the node, you need to try)) and pass it on command with the parameter user_id=user id.But be prepared for:
