How to implement a simple device that plays sound?

Hello! I want to make something like a toy that will randomly play one of 50 wav from a flash drive (or internal memory) at the touch of a button. To eat accordingly from the battery.
I figured out an approximate prototype on arduino, but I can’t imagine which way to look further. As I understand it, using an arduino in a combat project is a so-so idea.
How much can it cost to develop such a simple device if you contact companies that do this? What can be the approximate cost of the device?

As I understand it, using an arduino in a combat project is a so-so idea.

If the production is piece or small-scale, then it’s a normal idea, you can reduce the cost if you order the board yourself, then the Atmega microcontroller and so on and provide assembly, although in any case the Atmega328P is already 50-150 rubles, but if the device is needed and there are no analogues, then there will be a profit.
It is "more correct" to order a board with a "custom" integrated circuit, for example, a frameless one (a drop of black color), but it will justify itself only with a large-scale, and with a piece even a board is hardly worth ordering, it's cheaper to do it yourself.
