How to implement a search for similar Minecraft skins?

Hello, I am the author of the skins system for minecraft Ely.by. Now I am reworking the user's wardrobe and it became necessary to implement a search for similar skins so as not to clog the database.
I could, of course, use the usual algorithms, of which Habré (and even Google) have been full for a long time, but given the previously known image resolution (64x32), I hope to find a more specialized algorithm.
Tell me something.
If someone wants to take it personally, I can provide access to the database of skins for tests.

Hmm, and if we translate all the skins, say, to a narrower color palette, for each, find the dominant color and search for it, or because skin is fixed in size, then make three colors - head, torso and legs?
