How to implement a project from A to Z, with the creation of a website, a server part, mobile applications for ios, android and windows phone?

Recently, an obsession was born to create a portal similar to the site remontnik.ru with its mobile applications, only on a different topic. In fact, the design and logic of the portal is 90% identical to what I want to get. After a few days, trying to figure out what to do and who to contact, a complete mess arose in my head. I must say right away that my own knowledge, which is limited to css, html and a little wordpress, of course, is not enough for me. Contact the company? And in what? Or is it better to hire progers and rent a bigger office? And which ones to hire? How much do they pay? What should be in the specification? How much money to prepare for the entire project, etc. In general, I want a portal like a repairman and a mob. applications for it where to start and how to finish?

I didn't read it, but I condemn it))
1. You need an IT project manager. Take it (I can’t tell you for sure about the RFP, but in Moscow it’s about 130-150 thousand rubles / month, subject to bonuses).
2. Describe to him all the Wishlist
3. Get a project plan.
4. Discuss, supplement, reduce.
5. Send for implementation.
By implementation. How much will ask. Everything is very shaky here. I have over 6 years of experience as an IT project manager and I can help. The essence of the work of such a person is to issue a high-quality product with maximum budget savings in the shortest possible time.
You will come up with a lot of nuances. I'm not even talking about programming for mobile platforms. Even just a website. Banal issues that need to be addressed: 3. Promotion 4. Copyright
1. Content
2. Design
5. Hosting
These are the questions that come right away, to which you need to get answers based on clarifying questions for each item, so that no one sits down for 3 years, or the company does not suffer serious losses due to hundreds of possible problems. And I repeat. We haven't touched mobile versions yet.

Forgive me and don't take me for arrogance.
If you have so many questions, it's better not to take it on, just throw away the money, a lot of money.
But by no means do I want to say that you can't do it. Just not now. Grow in this area, learn, try something simple. If you immediately take on such a project, there will be no time for your own growth, and knowledge will be sorely lacking.

Start with TK, albeit with an approximate one, at this stage you need it first of all to put your thoughts in order, then it will be finalized to the mind with those who will work on your project.
It’s worth starting with a website and promotion.

Write at least a small technical task (a little more detailed than here, but having a working sample makes it easier - just list what you need, what is missing and what is missing) and publish it on free lance ru - you will get an approximate estimate. Multiply the second largest amount by 3. This will most likely be the sum of the same order as the truth.

Contact several outsourcing companies. Say that you need a prototype of such a site, as cheap as possible, only the main functionality. See what they have already done. If you like it and are satisfied with the price, sign a contract and let them do it. No need to make a mob right now. applications or an expensive site that some smart architect will design. Now you need to test the business idea and, in case of failure, exit with minimal losses. If the site will bring at least some pennies, throw away the prototype and do it all over again, it will not be a pity. Everyone does it. The site that you cite as an example was rewritten 4 times, and in the period from 2006 to 2011, in my opinion, it did not bring any significant income. Instead of mob. applications, think about how to fill such a site with initial content. No one will visit an empty site.

If this is not an advertisement for a repairman, then you have a lot of options. It is not so difficult to come up with your own chip and implement it now. There is an opportunity to make applications from scratch, a backend on anything, a website. Everything depends on time. It takes a lot of man-hours for each of the tasks, and if there is little experience, then also for training. On the other hand, you can buy a ready-made solution and try to adapt it for yourself. Now there are such solutions.
For example , these guys offer what you need. We parted badly with them at one time as contractors, there were mutual claims, but in general there is no frank scammer.
Just before investing money and time, cool down a little, think, make a clear marketing plan. Technically, everything is solvable, everything can be coded, frilled, if the marketing is sane.

I will offer 2 options:
1) If you are just used to buying what you like, regardless of whether it will be useful. In this case, just contact a reputable company that is engaged in custom development, voice all your Wishlist and pay the bills.
2) If you plan to make money on it.In this case, you need to start by taking a piece of paper or a file and writing down your hypotheses about the market, customers, the value that your service will bring, etc. on it. After that, you test these hypotheses in the cheapest way possible (some have already suggested to you). As your hypotheses are refuted or confirmed, you will come to the right solutions. Only then do you move on to investing in a full-scale implementation.
