How to ignore user?

When a user plays RR (Russian roulette) he has a 15% chance to win the role, but if he loses he is given a mut. But here I ran into a problem. When a person is in the mute, his messages are deleted, but the bot is still distracted by the user who is in the mute. How to ignore such a user?

When a message arrives, check if the user is tortured. If yes, then let the bot not pay attention to it.
