How to identify landfills on satellite images of the Earth's surface?

1. All-knowing All, and who is your geographic content provider?
Which agency freely gives the desired impression of the surface?
Is there enough data in this layered pie?
2. How to determine by geoTIFF where the forest is, and where the water is - we, let's say, have decided. Now we are thinking of taking on landfills, but competence is not enough. Hence the question - how can we train the neural network - where is the dump and where is not? Is it possible to determine the chemical composition of the surface from geophotos, to understand where there is a lot of plastic, for example (and not confuse it with a greenhouse)?
Thank you.

well, you remember that the network predicts the probability
the answer is obvious: you can, if you're lucky, train but for the time being
