How to identify a program conflict?

Good afternoon colleagues!
Introductory: There is a (cash desk) computer based on windows 7, a terminal for paying with a card is connected to it, via the COM port on the motherboard, and there is a second monitor connected to the computer via USB. Monitor from Atol model PD-7000, but as they say, we have what we have.
Problem: At some point there is a conflict between the monitor and the terminal, which is characterized by the freezing of the terminal program, and the problem periodically appears only when the monitor is physically connected. There is a guess that the reason lies in the conflict of programs or drivers. We tried different drivers for the monitor, the latest drivers for the built-in video card are the same.
Tell me, what program can track the conflict of programs or how to do it correctly using the built-in tools?

I did not think that the problem could be from the USB side? In case of device glitches on USB, the first thing they do is switch them to the ports on the motherboard in order to exclude interference and other overheating from the side of the wires from the motherboard to the connector into which the device is inserted.
You can also try connecting via a Y-cable powered by an external stabilizer / converter.
